In the bowl of a stand mixer, mix together the warm milk, 3 teaspoon sugar, and the yeast. Stir and set aside for about 5 minutes.
In a medium bowl, mix together the flour, 45 grams of sugar, salt, and milk powder. Sift to blend and then add about ½ cup at a time to the stand mixer while the mixer is running. Mix until wet and dry ingredients are combined and then cover and let rest for 20 minutes.
Using the dough hook, turn on the mixer and add the butter in small amounts until it is incorporated. Mix for 6 to 8 minutes, until the dough begins to pull away from the side of the bowl.
Shape the dough into a ball and place in a greased bowl for 45 minutes, or until almost doubled in size.
Punch down the dough and divide it into 18 equal pieces. (If you have a scale, you can weigh each piece. If you don't, cut the dough in half, then cut each of those into three even pieces. Cut each of those into three even pieces.
Line a 9x13 baking pan with parchment paper. Place the rolls in the pan and cover with a damp dishcloth. Set aside in a warm place to rise for 45 minutes. Preheat the oven to 350F.
Gently brush the risen rolls with the egg wash. Sprinkle evenly with the Everything Bagel Seasoning. Bake for 25 to 30 minutes, or until browned.
